César is a senior manager at Carbone 4, co-heading the Public Debate Department. This department aims to offer technical expertise to change agents (NGO, associations, trade unions, CSE elected representatives, parliamentarians, foundations, media) to help make the climate arguments and analyses that feed their actions (climate litigation, campaigns, advocacy, etc.) more effective.

Since his arrival in June 2016, César has supported some 50 public and private organizations in their climate action and participated in several structuring methodological projects. In particular, he co-created and co-directed the Net Zero Initiative, a project aimed at realigning private sector action with the goal of zero net global emissions. He was co-leader of the Carbon Neutral Department between 2019 and 2023.

He is co-author of the study "Faire sa part?" (2019) and of the study used by Affaire du Siècle in its legal action before the Conseil d'État (2020, 2021).
César also teaches at HEC and Sciences Po.
